It is important to note that this applies to all devices that support iOS 12. Among them are the iPhone 5s and iPad Air from 2013. In real tests head-on an old 5s on new firmware turns on, launches apps, and performs other operations faster than iOS 11.4.1. After the update, the smartphone becomes much more responsive and jerky animations disappear.
