According to part 2 of Art. 38 of the Federal Law of March 26, 2003 N 35-FZ "On the Electric Power Industry", the procedure for assigning the status of a supplier of last resort is determined by the basic provisions for the functioning of retail markets approved by the Government Russian Federation(Decree of the Government of the Russian Federation of May 4, 2012 N 442 "On the functioning of retail markets for electrical energy, complete and (or) partial restriction of the mode of consumption of electrical energy").
In accordance with the Order of the State Committee for Prices and Tariffs of the Republic of Kazakhstan dated February 10, 2015 No. 6/8 "On determining the boundaries of the zones of activity of guaranteeing suppliers of electric energy in the Republic of Crimea, SUE RK "Krymenergo" was recognized as a guaranteeing supplier.
The list of types of activities for which licenses are required is given in Article 12 of the Federal Law of May 4, 2011 No. 99-FZ "On Licensing Certain Types of Activities".
According to Article 12 of the Federal Law No. 6 dated March 21, 2014 “On the admission of the Republic of Crimea to the Russian Federation and the formation of new subjects of the Republic of Crimea and the federal city of Sevastopol as part of the Russian Federation”, permits are valid on the territory of the Republic of Crimea, including those confirming the formation (licenses ) issued by state and other official bodies of Ukraine, state and other official bodies of the Autonomous Republic of Crimea, state and other official bodies of the city of Sevastopol, without limitation of their validity and any confirmation from the state bodies of the Russian Federation, state bodies of the Republic of Crimea or state bodies the federal city of Sevastopol, unless otherwise follows from the documents themselves or the essence of the relationship.
